In the Sermon on the Mount Jesus is setting the understanding that the works of the law must be perfect. He ends the teaching with “be ye perfect as I am perfect”.

Then Jesus tells us that He has fulfilled the Law. The Law of works has been fulfilled by Jesus. Faith alone in what Jesus has finished for us is our salvation. Again, the law is our guide to abundant life on earth and our ruler to show every person that they cannot measure up to the perfection demanded from God to stand in His presence.

Jesus has fulfilled the Law for us and when we decide to put our faith in Jesus, His perfection is propitiated to us as a free gift of God.  (Eph 2:8,9)
